Valleys to Coast Housing Ltd are a not for profitorganisation who provide and manage 5,835homes across Bridgend, South Wales. Part of the planning and implementation of their long-term strategies was the requirement to review the procurement framework and tendering procedures. Staff training was also identified to ensure compliance throughout the organisation.

Solution
Pro Outsourcing worked with Valleys to Coast in line with their financial regulations, scheme of delegations, EU Procurement Directives and Public Contract Regulations 2015. The primary aim in the solution when procuring goods, services or works is to obtain best value for money with considerations for ethical practices. The procurement process incorporates supply chains that are free from slavery and human trafficking.

Result
We reviewed all aspects of the procurement framework and tendering procedures, adjusted and updated them with latest EU threshold levels and designed a full suite of templates to ensure compliance. Pro Outsourcing created a training plan and organised various training sessions for delivery across the organisation. Ensuring all employees received the tools, templates and where fully up to date with the underlying legislation.
